The KTBDP is funded through the Federal Transit Administration (FTA) and operated by the University of Tennessee Transportation Center in conjunction with the Knoxville Community Development Corporation's Microloan Program. Participating businesses have access to business training, technical assistance, microloans, and vehicles through the program. Several businesses currently operate in the Knox County area and are willing to provide services as needed where existing public transit services are unavailable. These transportation services provide work trips, job training, day care, medical trips, and other trips as needed.
